I think penis pills are considered a supplement like protein shakes and herbal medicines/capsules. Therefore they're not regulated by the Food and Drug Administration (FDA) and don't require any real scientific basis for their claims about the product. That's not to say that they don't work, they might, but it's doubtful.

But they do sell well ;-)
