The Money Service Business just means we are registered with customs and excise as a business that moves money from one place to another. We're subject to various regulations similar to the Patriot Act in the US.

The Financial Services Authority regulations are much tougher and more relevant. They dictate how we handle clients' money, and put us under similar reporting and conduct requirements to a high street bank. For example, we hold all client funds in an escrow account so they are protected from any and all eventualities.

Up until now, payments have been made using moneybookers.com. That's a UK based paypal-like service, but very adult-friendly. They are also licensed by the FSA. We will continue paying "offshore" webmasters with moneybookers, but for US based merchants we can now pay directly into your bank account.

The reason for the $2 max is for two reasons.

Firstly, by forcing webmasters to break their content down into chunks worth only $2 or less, it makes each payment a no-brainer for the surfer. So dividing a video into four 5 minute clips at $2 means each payment is very small, and he keeps spending. Although this way you end up with $8.

So its very effective for increasing the spending rate - think how Las Vegas slot machines work. If you told the gambler to put $30 in the machine in one go he'd tell you to fuck off. But make it a quarter at a time, and he just keeps spending.

The second reason is to ensure that we are not used as a third party processor. The surfer does one "account funding transaction" with us to put money into his account. Providing that's done under strict EU e-money issuing regulations, that's the end of Visa / Mastercard's interest. He then uses his account to spend at lots of websites, with a max of $2 per transaction.

As well as the pay-per-click, where you get the surfer to pay for each picture, we have something called a micro-subscription. This is like buying access to a member area, but is really designed for buying access to a gallery or perhaps a small site.
