What threw me off is, I didn't know the guy knew which one is Sarah and which one is Emily before he asked the question.

I meant by name, not by looks. He doesn't know which is which, but he does know which one lies (i.e. Sarah) and which one tells the truth (i.e. Emily).

I dont like these because there are no "real" solution. You could come up ith several answers.
