No he only failed when he lost, up untill then he was ruling an empire. The germans occupation and ruling of other countries fits exactly into your definition above. Just because he ultimately failed doesnt take away from the fact that along the we they did indeed have an empire

He failed to maintain his empire as every empire in history has failed before him. He just failed alot quicker. Probably something to do with German Efficiency.

Not correct. Ive been to many fancy dress parties. People were soldiers uniforms from Romans to Nazis. There not saying the support the Romans, the Nazis or anyone else. They hired a costume from a fancy dress shop and wore it.
