No he only failed when he lost, up untill then he was ruling an empire. The germans occupation and ruling of other countries fits exactly into your definition above. As you said "one could classify as an empire any large, multi-ethnic state ruled from a single center." thats exactly what the Germans where doing. Just because he ultimately failed doesnt take away from the fact that along the we they did indeed have an empire

He failed to maintain his empire as every empire in history has failed before him. He just failed alot quicker. Probably something to do with German Efficiency.
