Actually, in Tennesse, if you've done your time, you can vote. As for legally insane; I have the right to vote.

That article is just associating black people with some of the policies. If you where white and fell under those conditions you wouldnt be allowed to vote either

there is no sanity requirement to vote in PA. It says it clearly on the form to get your absentee ballot and made me laugh a bit the first time. I have it here..it says 'Please note under 8f: 1) Mental competence is not a requirement to register and vote in Pennsylvania'
