there is no sanity requirement to vote in PA. It says it clearly on the form to get your absentee ballot and made me laugh a bit the first time. I have it here..it says 'Please note under 8f: 1) Mental competence is not a requirement to register and vote in Pennsylvania'Comment

First of all 98.3% of all Americans can read and write at their acceptable age level while Canadian stats show only 97.5%.
