Each PHOTO? ...... and for not doing this they can put you in jail?

There is already a HUGE overcrowding problem in US prisions. They let killers out before they serve their full sentences because of overcrowding. How are they gonna make room for people who forget to include a photo of some naked check in their 2257 records?
