When you get released from prison you will either be on probation or parole, either of them mean that you have no protection under the Fourth Amendment, which means any time the PO or cops want they can search your apartment, car, body. . . .give you blood tests, whatever the fuck they want.

Saddam was not allowing weapons inspectors free access to look wherever they wanted.

Fuck, up until the last week the weapons inspectors were in Iraq they were destroying weapons that they were not allowed to have.

You're right, that probably had an impact. However, it's a pretty commonly held belief that he was voted out because of domestic affairs taking a backseat to the foreign ones. I seem to remember him getting slammed for his dometic policies a hell of a lot during that election.
