So my fiancee and I went and did a lil fishing from this park on the hudson today. Well while we were there some dude comes up to us and starts asking some really wierd questions.

Like which islands are what... How many tankers go down the hudson, etc etc... Then he asked me if the big tankers go right past west point.

I thought that was strange. He wasnt arab, he was black... But what was even wierder was he was taking notes on a lil note book....

I of course didnt give him the right info as I found this all strange. I did ask him why he wanted to know 4 times, but he never answered. So I gave him attitude and blew him off...

Wierd dont ya think?

This will sound crazy and risky, but if that happened to me, under the Patriot Act, I would have placed him under citizens arrest and taken him in custody and immediately over to the local FBI office for questioning.

No he wasnt drunk. He walked out to the shore. Stood there watched thew oil rig start to go by and then walked over to me and my fiancee.

If he was someone with hurtful intentions, that could have been dangerous for him and his girl.

I would have made a mental description of him and called the police or the terror hotline. You don't have to have proof that he was doing anything bad, just suspicions and they'll investigate.

LOL I cant really remember his face... But I will say this... He was dark skinned but not african american... More like a mix between middleeastern and african american...

Headless, I agree with you and think this was extremely suspicious. If it was some drunk rambling on and then asking questions then rambling on again - I wouldn't worry, but since he was:
1) Well dressed
2) had a cellphone
3) Came to you right after it was leaving
4) Asked you questions without starting a conversation first
5) Insisted on answers without answering yours

I definitely would contact the FBI - you never know and would never want to say 'I should have advised them'. It could be devastation in waters, ecosystems, wildlife and depending on the water sources of the cities nearby, it may cause havoc on water systems too.

Just do it......contact the FBI.
