Headless, I agree with you and think this was extremely suspicious. If it was some drunk rambling on and then asking questions then rambling on again - I wouldn't worry, but since he was:
1) Well dressed
2) had a cellphone
3) Came to you right after it was leaving
4) Asked you questions without starting a conversation first
5) Insisted on answers without answering yours
I definitely would contact the FBI - you never know and would never want to say 'I should have advised them'. It could be devastation in waters, ecosystems, wildlife and depending on the water sources of the cities nearby, it may cause havoc on water systems too.
Just do it......contact the FBI.
