What's a good banner rotation management script for under $100?
it has to be able to count both impression and click as well as be able to group banners by category (with unique codes per category)...

WebAdverts is very nice. It has a lot of features.
Too many fetures for some people, but it's category handling is nice. It is NOT free. It must be registered for, I think, $65. It is also not easy to set up right. Most webmasters would want to get a CGI pro like myself to do the install, which is another $45. PhpAds New IS free. It's nice, the generally I think PHP sucks and I'd would normally suggest CGI over PHP for a variety of reasons. The professional install would run you the same price.

Check out Geo-Ads PHP in my sig, it doesn't fit what you're looking for exactly but the Pro version is pretty close and who knows, it's geo-targeting might make up for what it doesn't have that you're looking for.
