Our professors have joked about it. We joke about it with our friends. But it's just a joke, a relic from the "bad old days." The draft is gone forever, isn't it? Think again.

Become acquainted with the Universal National Service Act of 2003, H.R. 163, introduced on January 7, 2003. This act, can be found on the website of the U.S. Congress at (http://www.congress.gov).

This act as seen on the website states: Universal National Service Act of 2003

Title: A bill to provide for the common defense by requiring that all young persons in the United States, including women, perform a period of military service or a period of civilian service in furtherance of the national defense and homeland security, and for other purposes.

It declares that it is the obligation of every U.S. citizen, and every other person residing in the United States, between the ages of 18 and 26 to perform a two-year period of national service, unless exempted, either as a member of an active or reserve component of the armed forces or in a civilian capacity that promotes national defense. Requires induction into national service by the President. Sets forth provisions governing: (1) induction deferments, postponements, and exemptions, including exemption of a conscientious objector from military service that includes combatant training; and (2) discharge following national service. Amends the Military Selective Service Act to authorize the military registration of females.

Let's take a look at the contentions in this bill for a moment. First, we notice that it becomes the "obligation" of every person in the United States between 18 and 26 to serve two years in the military. "Obligation," means no choice in the matter. In addition, the Military Selective Service Act is amended to include women. It would appear that this also extends to non-citizens and immigrants, based on the phrase, "every other person residing in the United States."

Exemptions do apply, however, like those considered "conscientious objectors." Conscientious objectors are not necessarily exempt from the draft. People who refuse to fight or fire a weapon are instead placed in non-combat stations of the military. Others who refuse to be in anything military-related for moral or ethical reasons, according the Selective Service System 2004 website (sss.gov/FSconsobj.htm), would be placed in "Alternate Service" areas specializing in "conservation, caring for the very young or very old, education or health care" for the same 24 month (two year) period.

There is also the ominous phrase in the act that speaks of drafting for "furtherance of the national defense and homeland security, and for other purposes." These "other purposes" remain unclear, but are dictated by whatever the president deems appropriate. This is the same president who dodged the draft years ago. But I digress.

H.R. 163 also teams with its sister bill, S. 89. These are two separate bills, written with the exact same lingo. The difference? One sits with the House, the other with the Senate.

Forget your dreams of attending college, getting a job and then developing a career and starting a family. All of these plans can be severely disrupted, if not irrevocably changed by this mandatory government service.

When will this happen? Both bills are on the floor of the Congress, waiting to be picked up and voted on. It is unlikely that we will see this before the election in 2004. No president seriously seeking reelection would dare try to impose a mandatory draft and military service. However, once Bush ends up with a second term, he is basically free to do anything he wants. Look for this in 2005, according to the Selective Service System fiscal year 2004 plan (sss.gov/perfplan_fy2004.html).

President Bush is spending $28 million (see plans 1-3 at the above website for dollar amounts) to have the Selective Service system ready to report to him on March 31, 2005, and then to have the system ready for activation within 75 days. This would make the approximated date of the return of the draft June 15, 2005. All of these numbers can be figured out by reading the above link.

Keep in mind, those of you who are ready to become conscientious objectors, that the world is a vastly different place than it was during the last draft. Applicants will be scrutinized more closely than ever. Those counting on student deferments to keep themselves out of the draft will be disappointed to find that that is no longer guaranteed. And don't even think about running to Canada. Entry into Canada is exceptionally difficult, with all visitors being heavily questioned before entry is allowed, combined with the agreement between Canada and the U.S. to expedite return of those wanted by the U.S.

Ladies and gentlemen, this is no joke. This is not the mindless rambling of a paranoid conspiracy theorist. You think I'm f***ing with you? I am not f***ing with you.

This sucks, I don't want to be forced to serve. Then speak up. Become informed. Tell your friends, who will fall into the age range of 18-26. Talk to your local congress people. Hold peaceful rallies. If you don't want this, take action to stop it now, before it is too late.

I wonder if its going to be similar to vietnam, with people coming to Canada to avoid the draft...

Alot of people don't agree with the war, so I can forsee alot of people taking off, or doing time instead of doing military service.

Give me a break.

Agreed that the USA provided a WONDERFUL supply line, and without the US supplies, the war would have gone on forever.

As well, the troops/armor/bodies themselves helped out tremendously in Europe/Africa.

And, Japan was definately a HUGE American push.

The United States was not the HERO or the "White Knight" of battle in WWII. We were involved just the same as many other countries, and it was DEFINATELY a collective victory in Europe.

The war would have been lost without the USA's involvement,

many countries across the globe require ALL citizens to participate in thier military, i know switzerland and brazil do for starters.

the US has not invaded 24 countries. maybe 2, iraq, and afghanistan, where are the other 22?

i honestly believe that standard military service would do great things for this country. it would start making kids more ready for the real world. after growing up in liberal pansy homes that think we should turn the other cheek. i know way to many fuckers that are 25 still living with mom because they were never readied for the real world. the military does a lot of good aside form killing.

do i think invading other countries was right? FUCK NO! but i dont think we should bend over either. i think we should spend time fixing our own internal problems before we even attempt to fix anyone elses. had we spent that 80billion or whatever went into iraq and given it back to the tax payers to stimulate the economy it would have been a lot better spent. of maybe built a few new schools or helped people that cant afford college go.

but i have to agree with brad, most people do feel an overwhelming sense of dread without any real sense of what to do about it. talking to your congressman and protesting aint going to do shit anymore. its all about the money, and if bush hasnt proven that i dunno what the fuck will.

and for you anti-american pieces of shit in canada. realize that your un protected asses would have been owned many years ago by russia or chine if it werent for america being your neighbor, regardless of whether you go around starting fights. many agressive countries attack easy targets and canada is certainly one of those.

and for those in other countries that dont like america, quite being a bunch of jealous pussies. america is still the greatest country in the world. we are strong and we would own any other country in the world if it were a one-on-one kind of thing. sure we might have some fucked up shit going on, but if you took the time to look into what your own government does youd realize you have just as much stupid shit going on at home. your contries are the size of states. we have a lot more people to make happy and they arent always going to agree.

with that said. i dont like bush, i disagree with 98% of everything he has said and done. but i am an AMERICAN and i love my country. i am patriotic and regardless of how he wont an election i will stand behind my country, unless i were asked to hurt other americans. it is my duty as a member of the greatest country on earth to do so. i hope he is gone as soon as the next election but untill then he is still my countries leader and regardless of my personal feelings i have to accept that.

I'm well aware of how viewed around the world and they are some good reasons for that. But I also think a lot of attention is focused toward our failures more than our success.

We have our faults, but like someone else said in this thread, look at your own goverment (that is if you have one) This isn't directed to you Jenn just everyone on general. Our system has flaws but we do have one and they are several other countries that will soon have systems where they have a voice instead of a dictator because of the states. Just my 2

libya was bombed, not invaded.

yugoslavia was bombed by american bombers, not invaded, and i seem to recall that was a NATO decision. which would also include your fine country of canada.

i seem to recall we went to vietnam(not a subject we should really get into, for obvious reason) to stop an invasion, fucked up circumstances indeed.

i think we went to cambodia to stop a massive genocide.

i think the first time we bombed afghanistan was also allowed by the UN. as well as the second time. but the first i cant say without doing some more research.

your list of countries is only 19 strong. and most were bombed, and not occupied.

every goverment has flaws, look at the goverment systems and people who run them, greed and money make them turn. if you ever have time read a book called "animal farm" by orwell shows how a perfect goverment corrupts as fast as it was built

im not here to explain why we did what we did as i really am not the person to ask. and i think most of the people that would be the right folks to ask are dead.

i asked for countries we have INVADED. not bombed, and not in chronological order or any other spin you care to put on it. there are only 19 countries on that list. most were bombed and not invaded. give up your losing battle my friend.

so there were not 22 to begin with. only 19. many of which were NOT invaded. im not here to argu over americas rights and wrongs. so we have BOMBED 19 countries since the end of WWII. you have already lost the argument, you were unable to list 22 countries we have INVADED, thanks.
