Bush is a popular pick because he is relevant and immediate. The others are either dim memories (for old people) or complete abstractions based on books and hollywood.

Perhaps the list should have been made with modern dictators and murderers. There's a big long list to choose from... Idi Amin, Pinochet, Pol Pot, Ariel Sharon, Bush the Lessor, etc. Maybe they aren't all in the same class, but at least they're more or less contemporaries.

Bush is certainly the dumbest out of the three which makes him the most dangerous. As far as evil goes Cheney, Rove and Rumsfeld are more evil than Bush and if any of those were president they would make Hitler look like a saint.
