Not always. For example Australian court decisions aren't generally available unless you have an interest in the case or the decision is published due to precedent or untested law.

We've had to use third party services to access some US judgements, they may be online somewhere but for the time it takes to find them it's easier to just request it from a broker.

Maybe one of the resident lawyers can chime in about the US situation.
