A lot has to do with how you define "dangerous".

A guy like Josef Mengele fits the description of 'no thought for human life and kills repeatedly' - dangerous, yes...yet I wouldn't call him tough.

When I think of genuine tough - I'd think of trained killers in the special forces such as the British SAS or U.S. Navy Seals. But then again...they're not exactly defined as having no regard for human life. They don't kill indiscriminately.

well the most dangerous? i guess i know of the ice man, who was either italian-american or irish-american, he would incase his victims in ice in a meat freezer rather than burying or burning them, now that was just creepy. i think the ice man would be no far cry from being the most notorious.

I just watched a movie about him on Netflix, The Ice Man. Richard Kuklinski was a Pollock though and would freeze his victims after killing so the cops couldn't figure out the time of death. i think what he used to do provided an interesting speculation as to whether he really expected the police to pick away at the ice with ice picks to free the body of the murdered victim. imagine them, standing around an incased ice cubical picking away at ice to merely free someone who is already dead to ultimately help their investigation. i remember reading he was polish, but i remember certainly he had something to do with the mobs of new york city. if that wasn't wiseguy i don't know what was.
