A lot has to do with how you define "dangerous".
A guy like Josef Mengele fits the description of 'no thought for human life and kills repeatedly' - dangerous, yes...yet I wouldn't call him tough.
When I think of genuine tough - I'd think of trained killers in the special forces such as the British SAS or U.S. Navy Seals. But then again...they're not exactly defined as having no regard for human life. They don't kill indiscriminately.
