And conversely, I find it bizarre that people would submit to a situation where only the government had weapons, and that citizens had no means to stand up to possible oppression, and where you would simply have to wait around for however long the police took to show up, in order to then protect you from the person in your house or attaching you. The blind reliance on some outside government agency to protect and defend you, especially as history has shown over and over and over again, that governments tend to do the opposite after they reach a certain level of control, is just unfathomable to me.

When martial law is declared because of a natural disaster it is not the intent of the government to be "oppressive" per se. It is the intent of the government to "protect and serve"...thus it is not a revolutionary scenario. As for the actions of police...there are bad cops on virtually any force in the nation and New Orleans has a history of having a high number of bad cops on its force.
