Why people chose plugrush/juicyads,etc. when they pay per click. wouldn't it be better to use PPS/PPL offer as they have higher payouts?

2. he have cheap traffic that like go through plugs to view videos/content
3. he need to trade traffic
4. he already use those offers and want to make more money with plugrush /juicy
