Probably Never.
The cards were, presumably, all permanently canceled when ePassporte's VISA merchant processing relationship, from all indications, was terminated.
People seeking to withdraw funds quickly, in the meantime, will need to request a bank wire instead. ePassporte charges $50 and that's on top of fees one's receiving bank charges ($10-15 is common), plus intermediaries, if any, (often around $20 each).
It's possible that ePassporte could enter a new merchant processing agreement - not a sure thing. If they're able to, then they could then issue new cards, but that will take awhile, as in a few weeks at best, to more likely, a few months.

I think ePass should eat the fucking fee.. I just paid renewal and if they have to reissue new cards, I expect ePass to do it at no charge.
Imagine the goldrush to pull funds out when and if that day comes. The amount of money people are willing to keep in their epass accounts just dropped about 95% I'd say. They're going to have some serious float problems.
Yeah, no chance ePass is going to open the flood gates again anytime soon. Just imagine the withdrawals.

It does not look like the cards are permanently canceled yet.
They still have functionality and the error message is definately different than on an expired or canceled card.
My ATM says that "this transaction is currently not allowed", when I use cash advance.

So there's a slight, remote chance the cards could be restored - imho, high unlikely though. But for many ePassporte users with money stuck, even a 1 in zillion chance beats zero at this point - gives people hope.

I did not definitively say the cards were canceled nor the relationship terminated - I don't know the status any more than anyone else here other than ePassporte insiders. However, all indications point in that direction ...
How often does VISA suspend a merchant relationship, including suspending all cards, of the size of ePassporte, and then later restore the cards / resume the relationship? Likely close to never? If it quacks like a duck, it likely is a duck ... hence, most likely the cards are canceled and the relationship terminated.

Sometimes there is a long wait at the ATM machines when trying to withdraw money. When I travel out of the country for a long time I have to use my plastic passport.

Oh please... You used terminated, cancelled etc. because that's what you think is going on not based on any real information and you want to add to the mania going on.
More likely what's happened is that Visa told the bank to get things in order for the new regulations. The bank told ePass. ePass lowered limits. Visa said that ain't enough and because we don't like you we're going to suspend things until you get your ducks in a row.

Sounds great, and may very well be the case.
However, this could be a situation in which ePassporte knows it won't be able to comply with VISA's requirements and related banking regulations / laws while maintaining its existing business model...
Without the virtual visa / cards, ePassporte is of limited usefulness to many ... bank wires are expensive while ACH / bank transfers take days verses the ease of popping in an ATM card and getting cash out right away.

I have not been at GFY much in the last 3 or 4 days.
My customers pay by epassporte and paypal mostly.
Epassporte should fix problems as soon as possible.
Epassporte should reimburse fees due to lack of functionality.
