If the thread being bumped has something to do with current events or others threads on the main page I think it is ok.
For example when Jay says he is going to kill himself.
Someone has bumped several threads showing this is something he often does/says and it should not be taken as serious as if someone like theking were to say the same thing.

If an old thread is bumped, it will not attract enough attention and goes back to page 2, 3 ... pretty soon.

Old threads still can be pretty relevant and still far more HQ than many new threads.
