                                  Fucking punk is talking back and being disrespectful with those cops and what he expects?
                                  I am pretty sure it is mandatory to comply to what cops request. And if you think that they were not right - you file a complaint later. You do not talk back to cops on the sport. Thats common sense and a rule.

                                      And your title is wrong, its 90% "failure rate" (as you can see at 7:45), 1% is specifically for weapons.
                                      1 in 10 is pretty good rate. You frisk 100 and you get 10 criminals, thats pretty solid.

                                          And what is the big scandal about quota? If there were no quote officers would not do anything. Its simple as that. Thats how it works in police, if something needs to be done you make your officers do that, and thats by having quotas or at least always "pressing" them to do what is requested.

                                                  Not fair example. In this video cop merely was doing stop and frisk. on top of that gave him very valid reason why that punk looked suspicious. As far as I know cops don't have to explain why they stopped him, this cop went out of his way and explained and it was valid reason.

                                                      Ray Kelly needs no introduction. But who are putting these people like Kelly in their positions?

                                                      Why does Obama not talk about this?
                                                      Why does Eric Holder allow it?
                                                      Why does NYAG roll with the flow...?
