Can anyone help me out with that? What that means?

I think you are wrong st0ned. There are many ways of creating money in SEO, one is by offering the said service just like what I am currently doing. Second is to use your own knowledge in order to gat a good rank from major search engine fora competetive keywords. Once got ranked, your site will receive massive ammount of quality traffic that can easily converted into sales or signups.

Obviously, targeted traffic is the best traffic. If you can get good search engine placement, then you are golden. Otherwise, you can buy traffic. If you go this route, make sure to buy clicked traffic targeted to your niche. I recommend trafficholder, they rock, and their prices are very reasonable.
