if its paysite, make an affiliate program or hire webmasters or work in-house to promote it. Make sample galleries and submit them to all TGP/MGP sites out there with Chameleon Submitter.
you can do the same process with free sites and Link lists,.. also consider blogs and traffic trading

If it's a TGP you have try setting up some trades and then buying some traffic from http://www.chokertraffic.com to feed them for a bit untill you get some bookmarkers and search engine traffic.

If only it was so easy to get traffic to a pay site that actually converted. If the traffic actually did convert, the big dogs would buy it all up and there wouldn't be any for you.

We use Adengage and some of the Traffic is OK, you do need to shop around though and use Alexa to see the sites traffic before you do buy a link, we have been getting traffic for a 1/4 of a cent per click, best thing is (and what sucked us in) was the ability to have ad's up within 10 minutes of purchasing.
