Because most .exe files are viruses and malware, especially when they're freely available on the net as a direct link. A lot of people's computers won't even allow them to download files hosted like that. :(

folks, the .exe is coming from a girl who works in this biz, and wouldnt give us a virus. jesus...

Perhaps not intentionally, but what if she was infected and didn't know it? There's been plenty of times that someone in this industry has been affected by a virus or trojan.

It's safe, wallpapers are .exe as they need to be run as its animated its not a desktop background (image)
