It could and the US would actually welcome it with Mexico. Think of it this way. Mexico produces it OWN OIL, it does not Import oil. IN fact it SELLS oil to the US and other countries.

Mexico also has thousands of MILES of beaches that are not being used. It has cheap labor and tacos.
