                                                              The position is to make a borderless North america with a unified currency However, just liek the EU each country will remain soverign unto itself and there wont be an issue with unilateral social services for canada or mexico. In effect its using this to gain better control over economic supremacy in the world.

THese are backdoor deals and will be played to and pandered to congress and the public in a very different "non-threatening" way when the time comes to push this through.
