Well the people making the laws are often sexually deprived men who are so far beyond the 'age of consent' that they've poked through to the other side. They are not sexually active. I don't know specific local laws, but I'd guess that when a tranny gets a ticket for public nudity, the defense "I am a man and they're fake" wouldn't work. I doubt it says 'women' specifically in laws because that would be a "status offense" type crime except the offender is a woman and not a minor.

Most laws just say something like 'vulgar and offensive nakedness in a public place'. Guilty as charged if breasts are considered vulgar and offensive in that local.

Its 100% legal here in Ontario and yet i have NEVER seen to this day a girl topless in public! I dont go looking, but despite it being recently legal, in the last 5 years no girl does it! Why not? Because they dont want people stare at them. It has nothing to do with the law, rather the law was to protect women (and their husbands) from showing off something that is naturally sexual.
