Its the largest, but its a hassle to upkeep since its riddled with exploits.

too many holes in it to get exploited, buy a copy of Vbb

unfortunately I need 6 different bulletin boards and dont want to buy 6 copies of vbb

Yes it is without question. I prefer it over vb even. I've been running phpbb forums for years and have never had problems.

It doesn't have more security issues than vb, vb is paid so not open source. Phpbb is community based so exploits are found faster.
