Located in the USA?

I have a tiny job to finish up something, and the only people that contact me are from Russia, Croatia, etc....

Disappointing.

I can code my own shit... I can break into just about any server... I can clean and stop break-ins...

I used to make a lot of money doing all three... I made more than my brother in law who went to school to be a database designer (databases need a designer?) and he is at the peak of his career...

Now that I stopped coding my own shit and have others do it, and I stopped doing a lot of things in other areas and focussed on having others make ME money, I quadrupled my income... go figure...

I'd like to class myself as a not-too-bad PHP programmer, but technically i am located in Europe (the UK - but seeing as most of us Brits hate mainland Europe...).

I think the problem with finding a decent programmer is that, as you mentioned, there are those in developing countries who can do the same job for $0.02 - and seeing as $0.02 isn't even going to buy me a slice, let alone a loaf, of bread, there's little basis to compete on other than quality; and far too often people think with their wallets instead of their heads.

Im sorry but the best coders that I have found are in the Ukraine area. All are professionals.

We are around, we just don't freelance, only when looking for new fulltime jobs..

See this is how it works,, you want to hire us for a custom program
and pay piddly squat... $300-$700 or some crap... Well any custom program is going to consume time, there's planning, design, code, lots of tedious bullshit that goes on and of course when working with someone, communication is also a time waster...

Then after the script is done, there's the little tweaks and bug fixes that all take time.. Hour here, hour there, that shit adds up and days go by quickly.

We have rent to pay, $1200/m for crackjack apartments, then utilities, then car, then insuarance, then health insuarance, then we have to eat, and smoke and a little would help to have a good time. Did I forget to mention the kids? Should I go on or have you gotten the point?

It really depends what you are willing to pay the programmers. I know a couple of excellent US php coders but charge a minimum rate of 75 an hr (coded a full featured myspace-like site from scratch in 1 month). If you are trying to find a good but less expensive programmer, overseas would be a much better bang for your buck.

In Europe and the US, C++ is about as close as you can get to what you might call "small-business" progamming and still earn decent money. I was an IT consultant/project manager for several years before getting into this business and I saw there was very little demand for php and the like. If such skills are needed, they are usually for minor tasks which you expect to find someone already on the team able to handle.

So most pro programmers will choose other languages and the majority of php coders are essentially hobbyists. There are some good ones, but overall the standards are very inconsistent and that, more than their origin, is the reason so many fail to do a good job. If you offer jobs at low rates, obviously more people will come forward from eastern Europe and Russia and they have many excellent programmers. But when the really cheap work is offered, they won't be the ones coming forward.

maybe people that are good don't want to work for low prices because they can do better on there own and its far less stressfull than doing stuff for other people

whats wrong with Russia, Croatia ? infact they will make a better program then usa programmers (doesn't apply to everyone, but in general)

I don't understand the bias... provided that you can communicate with the programmer, it doesn't matter where they're from. Code is code, as long as it does what it's supposed to do you may as well go for the cheapest option!
