Can you put Google ads on mainstreem 404s?

The terms are too complicated - I cant see anything about it but I wonder if anyone knows for sure off the top of their head?

Thanks

I beleive you need content on the pages to run the ads.

Why not just make your 404 redirect to a high price ad displaying page on your site.
