If your car has GPS and somoene borrows it can you find out exactly where they went by calling your GPS company ?

There's no "GPS Company", but depending on the unit used ... you can get a list of previous locations from the unit's built in harddrive/memstick.

Rental car places do it all the time, but I'm not sure what kind of set ups they have.

Yeah a lot of higher end cars, especially if they are on leases will have the lo-jack installed.

Haulage companies can track their vehicles but I think they do that with a cell phone sim card rather than through GPS.

GPS by itself is receive only. You would have to have some software setup to track location and record it and/or upload it elsewhere.
