Yeah the leaders are elected to make decisions and when they make bad decisions they're not reelected.

Way before the terror attack, 90% of the people in Spain where against the war in Iraq and the opposition had said they'd remove the troops if they get elected. Oh and once elected, the new leaders where courageous enough to stick with the plan despite pressure from the super-power. That's not what I'd call cowardness.

Oh btw, 3 years later, I'm still waiting for that eradication of terrorism.
