Actually, pick the ones that have tons of rankings and positive recommendations. You'd be surprised how cheap coders are if you look in the right places-- elance.com and scriptlance.com

Oh, I do. $5/hr is fine for submitting galleries, but I'm not about to have jobs stolen from me by 3rd world programmers doing 3rd rate jobs.

What makes you think they do third rate jobs? I had some that made me good scripts and weren't difficult to deal with even after their job was completed.
