I need a programmer for some scripting thats not too hard, but you gotta have MySQL knowledge. Merchant account gateway experience would be nice but not required.

Actually, pick the ones that have tons of rankings and positive recommendations. You'd be surprised how cheap coders are if you look in the right places-- elance.com and scriptlance.com

What makes you think they do third rate jobs? I had some that made me good scripts and weren't difficult to deal with even after their job was completed.

Exactly. It seems that people equate low rates with low quality. The major reason the US is outsourcing most of its manufacturing and a growing segment of its service jobs is because they can source high quality at low prices.
