What's the reason for sites not updateing?

You easily come across sites from late 90s that haven't updated. I just wonder why..this sites probably still gets traffic but it's just like throwing away money..

If you sit on a tgp/link list and doesn't have time or intrest in it. I'm in for a % and run your site.

Don't think everyone made a million of there tgps/link lists..I think they got new project they work with now.

bad site design > no signups > no money > no new pics > more cancel subscr etc etc its a circle youll never get out once youre in..
