Mexico DF actually has good Net infrastructure. Given the exchange rate and some really nice sections of DF, it may not be a bad place to operate from for a webmaster clocking decent $ (3k to 4k a month and live like a princeling--not a king but close enough--in MX)

All I can say is that the Mexicans you see there in Hollywood will, in 10-20 years be moving to the suburbs and be semi-middle class. That's the dynamic nature of the US economy. People don't get "frozen" into poverty because of their immigrant status.
