Defect is the word I would use. In theory, if biology works perfectly, every human would be healthy both physically and mentally and would not only want to but be able to reproduce with the opposite sex. To me, having gender identity issues is not really any different than if you were born with a club foot or a deformed hand. It doesn't mean you are a bad person or that you can't be a productive member of society, it just means you were born with a defect.
