I am thinking of what the ideal setup is in regard to different countries and different devices, I am thinking if I should use Epoch as the main process and user other/additional companies on declines or if I should right away redirect certain countries and/or devices?

Send everyone to Epoch. If someone is declined (probably because of country) send them via cascade to VENDO.
