If you are using CCBill as main biller, Sliiing will easier your life with any alternative billing options that you want to offer to your surfers.

Yes.

You can also set up a cascade and have secondary biller as VENDO, which can bill any country.

I am thinking of what the ideal setup is in regard to different countries and different devices, I am thinking if I should use Epoch as the main process and user other/additional companies on declines or if I should right away redirect certain countries and/or devices?
What do you think would be the perfect setup considering everything?

Send everyone to Epoch. If someone is declined (probably because of country) send them via cascade to VENDO.
