I think you're missing something here Tanker. You provided the encrypted text, but no indication of the decryption algorithm or the decrypted text. You need one of the two to crack this. You said:

I think it's just talking about a two wheel.
So, imagine two wheels with the same character set... and when you reach a letter on the first, it maps to the one on the second. I'm feeling pretty lazy right now, but this would be easy to crack programatically. |

It does not appear to be simple character rotation using the obvious key. I'm guessing the key has something to do with certain "discrepancies" in the message.
The wheel might also rotate with each character. Might try that next. |
