I don't think fines can be discharged through a bankruptcy.

On his website the photos are kind of funny, his watch and clothes get nicer in the newer posts

The self-described online marketer says Facebook will have difficulty collecting the sum now that he has filed for bankruptcy.

To me this reads as if the guy had 1 billion dollars BEFORE he filed bankruptcy ... which I doubt.

Most Facebook users have the brains of a lettuce and just having a form on your site saying 'please put your Facebook login here' will be enough to collect their details.

It's not like the methods are a secret, and there are thousands of people doing similar things. Just sounds like this guy scaled things massively, and by phishing real live accounts took it top the next level.
