Who's at fault, Epassporte or St. Kitts?
I just got the message in the message center from Epassporte, now our balances are not showing and we are being directed to St. Kitts bank? So the link between Epassporte and the bank are completely gone? Its our problem to retrieve our funds from the bank? Is epassporte completely done with handling any issues with our Virtual Visa money? I am so confused on what to do now.

I doubt very much a government owned National Bank is at fault. IMHO.

Have to blame epass, we are their clients and kept in the dark.
The bank and Visa both gave us more info then Epass did, and almost everything said from epassporte was lies. Why even believe their bullshit now?

Somehow I think Epassporte is at fault. The company you gave money to is at fault if it does not provide service.
You can't give money to company A, and then company A does nothing, because company A says company Б fucked up. I don't care if it's companies or banks, they are supposed to do what they are supposed to do.

I would have to go with Epass. You did not give your money to St Kitts Bank or anyone else. You trusted Epass. That is first. Second, there is a reason why your money is gone, weather or not Visa turned them off or not, if they did, it is because they have a reason. Most likely some sort of compliance issues. Virtual Credit Cards are very big right now. With all of the people with bad credit in the US, Immagrants that cant get credit cards, so on so forth. Most jobs now offer direct deposit to a prepaid credit card. And this is something you dont hear about from them, I guess when you get a mix of gambling and porn and moving being transfered all over the place. There is only so long it is going to last.

assuming one big account was/is true then when cards were still working you would be able to withdraw cash from ATM even if your balance at epass showed 0 dollars in VV. i don't think during ATM withdrawals bank makes calls to epass DB to verify amount on your/their visa card, such approach doesn't seem to be logical.
one big account with balances for sub-accounts makes sense tho

all accounts are virtual, err digital it doesn't make difference if you call it account or sub-account.. they issued cards and they know how much funds each card have had, how else would they be able to process them w/o knowing specific card's balance during transaction?
