I'm pretty sure humans have been getting high since the beginning of recorded history.

Yes! The United States now imprisons more of it's own citizens than any other country on Earth! More than "evil" China. More than "evil" Iran. More than "evil" North Korea.

Making meth legal would not make it legal for a lab next door to your fucking house. Nothing would change in that regard except the dude making it in a lab would quit making a profit because the drug was more easily available.
