you can make the same argument about jail reforming people the world over. Fact is, thats the way we hand out justice. You do wrong, you go to jail.

But doing anything loudly like screaming would be considered a hostile action and you'd get shot anyways.

Same applies still.

Many people kill without intent - accidents etc etc - these people still get punished. Why should this officer be any different?

If anything, IMO he should suffer far harsher consequences as he should be protecting the public with all his *training*

i admit cops must have a hard time making those split second decisions.

checkout this video recently from oregon, although completely different scenario , the cop must make a split second decision to shoot or not, in this case his decision to shoot probably saved his life, fortunately it was a taser so all ended well.
