I think you will have a hard time finding someone who will give you unlimited domains with unique IP's. If you don't care about unique IP's, then it shouldn't be a problem.

You probably need a cpanel reseller account. Almost every host offers it nowadays.

xlned.com is realy the best hosting provider u can get. The are using the following carriers:
AMS-IX - Level3 - Carier1 - Infonet/Aucs - Lamdbanet - Sprint - Verio with a total off a 6,5 Gbit connection. cheap for the service u get. No downtime all redunant.
