Last time I check the President doesn't pass laws CONGRESS does. So Obama couldn't allow or ban abortions. He's President not king or emperor. Also the Supreme Court has said that abortion is a STATE issue. So even Congress can't ban abortion since it's unconstitutional for them to do so.
