1. You should just ban anybody who logs into more than one account from the same IP.

2. You should just ban the people you know don't ever contribute anything other than trolling. You know who they are, why wait to catch them breaking a specific rule? You don't need to justify your bans, you can ban whoever you want.

a biz could have multiple gfy posters from the same computer network or even computer.
