The Constitution empowers the legislative branch specifically to create legislation for "the general welfare." Therefore.. and I know it sucks to be you right now.. every social program (unless ruled unconstitutional by the Judicial) is created via Constitutional mandate.

You are using "the general welfare" to refer to private citizens when it clearly applies to "general Welfare of the United States" not one single private citizen.
