You can verify yourself with paypal for free. Either scam or not, it's an useless product and no one who already has a paypal account would buy it anyways.

Don't know if the site is a scam or not, but that looks like a service that only a scammer would use. Someone trying to hide their identity or rip people off.

Actually to answer your original question it seems plenty of people have been scammed by this site. Just search on the domain name in google.
